The Ministry of Economic Development specified that the eco-incentives 2014 they were not decided to respond to the critical issues of the car and motorcycle market, but for environmental purposes as an incentive to purchase non-polluting or low-polluting vehicles. Also for this reason they were called Eco-incentives BEC, which means Low Overall Emissions.
The eco-inventives are a discount-contribution for those who purchase alternative fuel vehicles (electric, hybrid, methane, biomethane, LPG, biofuels, hydrogen) with carbon dioxide emissions (CO₂), at the exhaust, not exceeding 120, 95 and 50 g / km (the three incentive bands provided). In compliance with the 'technological neutrality' established by the European Commission (CARS 21) and the OECD, the reference point is the overall exhaust emissions of vehicles, not one or the other technology.

The vehicles admitted to eco-incentives they are only new ones not previously registered and are: cars, light commercial vehicles, mopeds and motorcycles with two and three wheels, and quadricycles. For vehicles purchased in 2014, the contribution reaches 20% of the total cost of the vehicle according to the purchase contract (before tax), with a maximum ceiling of: 5 thousand euros for vehicles with CO₂ emissions not exceeding 50 g / km; 4 thousand euros for vehicles with CO₂ emissions not exceeding 95 g / km; 2 thousand euros for vehicles with CO₂ emissions not exceeding 120 g / km.
The contribution foreseen by eco-incentives decree it is divided equally between a discount from the seller and the state contribution and is paid directly by the seller to the buyer by offsetting the purchase price. By sellers we mean those registered and those who register in the dedicated area of the Ministry website, a necessary step to be able to book, starting from May 6, the contributions available for 2014.
It doesn't always need to be scrapped. The bottom eco-incentives available for 2014, subject to availability based on requests, is 63.4 million euros and is divided into three bands. 15% is for the purchase, by all categories of purchasers, of vehicles with CO₂ emissions not exceeding 50 g / km (without the obligation of scrapping). 35% for the purchase, by all categories of buyers, of vehicles with CO2 emissions not exceeding 90 g / km (without the obligation of scrapping). 50% of the fund is intended for the purchase of vehicles with CO₂ emissions not exceeding 120 g / km used by third parties or companies, artisans and professionals, as capital goods in the business of the company (in this case scrapping is mandatory of a vehicle registered for more than 10 years).
For 2015 (the allocated fund is a total of 120 million euros for the three-year period 2013-2015) the distribution of eco-incentives it will be restated based on the performance of the previous year, but the contribution will be lower than in 2014: 15% of the total cost of the vehicle with a maximum ceiling of: 3,500 euros for CO₂ emissions not exceeding 50 g / km; 3 thousand euros for CO₂ emissions not exceeding 95 g / km; 1,800 euros for vehicles with CO₂ emissions not exceeding 120 g / km.
